The governments of the United States of America and Republic of Korea provide the Korean-American Educational Commission(KAEC) with an annual budget for its operation of the Fulbright program and other activities set by the KAEC Board. The Fulbright Program is designed to increase mutual understanding between the people of the United States and other countries, through the cultural and educational exchanges.

The Korean-American Educational Commission in Seoul, also widely known as the Korea Fulbright Commission, is governed by a board of directors consisting of equal numbers of Koreans and Americans representing government, education and the private sector. The KAEC Board of directors makes decisions on overall policies of the Fulbright program in Korea.

The Commission operates in three major areas:

Grant Programs- The Commission selects Koreans and Americans for various categories of Fulbright grants and provides administrative support for the grantees. Over 200 awards are made annually. For Koreans, KAEC administers grant programs for graduate study, lecturing, research, and the study of U.S. institutitons. For Americans, it offers grant programs for lecturing, research, and also an English Teaching Assistant program in which grantees serve as teachers at elementary and secondary schools in Korea. Besides these regular programs, KAEC also administers other grant programs as requested by both governments and non-governmental organizations in both the ROK and the U.S.

U.S. Education Center - The Commission houses and operates the U.S. Education Center, located on the first floor of the Fulbright Building in Mapo-gu, Seoul. Affiliated with the U.S. Department of State and NAFSA, the Center provides accurate information on the full range of educational opportunities in the United States through individual and group advising sessions, special lectures and presentations by U.S. schools, and active participation in key education fairs that regularly bring representatives of U.S. schools to Korea. The Center offers high-speed internet access and an expanding range of information and services via the internet.

Educational Testing - The commission is the official representative of ETS in Korea, for TOEFL, GRE and certain other tests. In addition, it operates seven Prometric test centers for delivery of computer-based tests and the iBT TOEFL. It also works with other orgarnizations to administer and facilitate such high-stakes accademic admission tests as the SSAT, LSAT.
